Chinese textile and garment exports has reportedly seen a 3.7 per cent fall from September2007 to May 2008. The story in Vietnam is bit different, In the first half of 2008 garment and textile exports grew by 20% to US$4.5 billion, accounting for 44.21% of the whole year's US$9.5 billion target. The textile sector is expecting to achieve the target by the end of the year as they have signed up quite a lot of order for the remaining half of the year.  &lt;p align="justify"&gt;Even though the Vietnamese textile sector has seen a very good growth they are facing serious problems. Inflation in Vietnam is 26% ( In India 11%), because of inflation there is an increase in labour cost and labour shortage and Increase in raw material cost. This perhaps has wiped out almost 50% of profit that they have made in the first half of 2008. Government in order to cut the money supply to curb inflation has increase interest rate and to get a loan is also very difficult. Nearly five lakh women have been working in the garment industry in the State and currently they have been paid Rs. 93 a day.&lt;br /&gt; 500,000 garment workers in Bangalore, facing a very bad environment a work. 70 per cent have no proper toilets or safe drinking water. The official working day is 8 hours, but in reality its 10-12 hours, with only one hour extra pay. Union was formed in 1996 and has 25,000 members today. 97 per cent of the members are women, as are all members in the leadership. “Women workers from the rural areas are recruited to the garment industry in fast growing cities Bangalore. Here they are extremely exploited by the employers. Most live in 15 x 20 feet rooms with up to five other workers. The wages are 700-2,500 rupees per month. The minimum wage in Karnataka is 2,100 rupees.” (1 euro=57 rupees. Bangalore is capital in the state of Karnataka).&lt;br /&gt;On top of the bad conditions and the low wages, the workers are subject to sexual harassment at work, from supervisors and management. Women workers are regarded as of less value than male workers. They have almost no education and their own families don't want them back after moving from home. After five years of work, they should be permitted to 15 days extra wage. But the employers even get around this, by sacking them just before the five years have passed &lt;br /&gt;&lt;br /&gt;&lt;b&gt; Tirupur textile workers bear the brunt of the rising rupee against $  &lt;/b&gt;&lt;br /&gt;&lt;br /&gt;The rising rupee that breached the psychologically crucial Rs40 to $1 level last week is set to claim its first victim: a large number of the 350,000 or so workers in the textile town of Tirupur, in Tamil Nadu, may lose jobs as exporters are finding it difficult to keep the mills running. The trouble for these workers actually started a few months ago with the steady rise in the rupee and exporters finding it difficult to increase volumes. Some textiles mills in this southern state have already started resorting to partial layoffs through reduction in production and doing away with their night shift. A large number of retrenched workers from Karur, Tirupur and Coimbatore are seeking jobs in Madurai The rising rupee is drastically bringing down the export earnings when dollar income is translated into local currency. The Indian currency is Asia’s best performing currency this year, rising some 11% against the greenback. This means an 11% drop in earnings for exporters if the volume of exports and prices remain the same. &lt;br /&gt; &lt;br /&gt;Some 2,500 of textile factories in Tirupur are into knitting, another 1,500 into garment manufacturing, some 700 into dyeing and 400 into embroidery, with the rest into printing. It is one of India’s largest textile clusters housing 100% export-oriented units. The first export consignment left Tirupur in 1978 and until 1985, annual exports were less than Rs10 crore. But the change in rupee value has brought with it a pall of gloom, even fear, in the minds of entrepreneurs and labourers.&lt;br /&gt;&lt;br /&gt;Heavily dependent on the U.S. market, the knitwear exporters are now looking to Europe. Even leading export houses have started aggressive marketing efforts in Europe, which however is a relatively small market compared to the U.S. Product marketing has suddenly assumed an important place. The capacity expansion drive has slowed down, or even come to a halt.&lt;br /&gt;&lt;br /&gt;Advertisements&lt;br /&gt;&lt;br /&gt;Even advertisements in dailies seeking those ranging from merchandisers to tailors and production managers have disappeared.&lt;br /&gt;&lt;br /&gt;“For the last eight years, we had faced no problem on the work front despite expansion. Now we struggle to book fresh orders. We do not engage workers two days a week. If the trend continues, our 1,800 workers will get work only for two days a week,” says M. Ravi, managing director of the Rs.130-crore Network Clothing Company.&lt;br /&gt;&lt;br /&gt;M. Chandran, State secretary of the Centre of Indian Trade Unions, confirms that many units face a similar problem. “Some factories are giving work for only one shift against the normal practice of one-and-a-half a day. This leads to wage cuts.”&lt;br /&gt;&lt;br /&gt;“This is the first time we are confronted with the possibility of a negative growth rate. Buyers are not ready to pay more. So far, around 8,000 workers have lost their jobs and the number will touch 50,000 by March,” says A. Sakthivel, president of the Tirupur Exporters’ Association.&lt;br /&gt;Negative growth&lt;br /&gt;&lt;br /&gt;Exports from Tirupur registered an annual growth rate of around 20 per cent over the last decade. “This year we expect a 10 per cent negative growth. At this rate we cannot sustain the value of exports at the usual Rs. 11,000 crores a year,” adds Mr. Sakthivel.&lt;br /&gt;&lt;br /&gt;He wants the Union Government to cut the interest rate to 6 per cent for loans to exporters and exempt them from paying service tax and Fringe Benefit Tax. The Government should discourage the flow of foreign institutional investment, which according to him is directly linked to rupee appreciation. The Centre should find a mechanism to refund State levies, he says.&lt;br /&gt;&lt;br /&gt;High interest rates for term loans have affected job workers who have invested heavily on machinery. A wide range of medical textile products and healthcare and hygiene products – including sanitary napkins (35 per cent market share), surgical dressings (30 per cent), sutures (20 per cent) and diapers and orthopedic implants – contributes considerably to the meditech market in the country. The other avenue where the importance of technical textiles is growing is in the field of cardiology, where, according to government estimates, 35,000 open-heart surgeries are done every year, thereby increasing the need in volumes for filters in operations. Till date, about 60 per cent of the need is met by imports. &lt;br /&gt;The Indian automobile industry is registering a strong growth with 16% each year. The growth at this would lead to 19 million units of car from a present of 11 million units. These are dumped into the Noyyal River or in the open wasteland.&lt;br /&gt;&lt;br /&gt;Kalidass, an environmentalist, says: 'The agricultural lands will slowly become desert because of this sludge. Sludge will kill all the microorganisms in the earth. They will also contaminate water sources in the surroundings.'&lt;br /&gt;&lt;br /&gt;Environmentalists concerned over the deteriorating condition seek a scientific solution.&lt;br /&gt;&lt;br /&gt;'The entire Tirupur depends on Bhawani River, which is just over 100 kilometres from the textile city. The city's ground water has been contaminated by the hazardous waste. We should immediately find a solution to solve this problem, otherwise, not only Tirupur but this contamination will spread over to nearby areas as well,' says Kalidass.&lt;br /&gt;&lt;br /&gt;The discharge of untreated effluent has already damaged over 80,000 acres of farmland along the Noyyal River. It has also brought a decline in the yield of crops like turmeric and bananas.&lt;br /&gt;&lt;br /&gt;Moreover, the discharge of effluents has contaminated groundwater along the river.&lt;br /&gt;&lt;br /&gt;The Tamil Nadu farmers have incurred huge looses due to contaminated water. Now, the Tamil Nadu Farmers' Association (TNFA) is awaiting a Chennai High Court order on the issue.&lt;br /&gt;&lt;br /&gt;'We have incurred losses in crores of rupees due to polluted water and our groundwater has been contaminated. There is a question mark for our next generation farmers. We are now waiting for a good judgement from the Chennai High Court and if we are not happy with the judgement, we will stage a massive protest,' said Kandasamy, TNFA Secretary.&lt;br /&gt;&lt;br /&gt;Meanwhile, about a hundred dyeing units have been closed down, as they failed to meet the standards fixed by the Tamil Nadu Pollution Control Board (TNPCB).&lt;br /&gt;&lt;br /&gt;The waste treated water let out into the nearby rivers is free of only the coloured suspension and continues to carry a large amount of invisible dissolved materials.&lt;br /&gt;&lt;br /&gt;According to A Thangapandian, TNPCB Divisional Engineer: 'All the units have installed a system, which is called pre-treatment system. All dyeing and bleaching units remove only colour and uncoloured treated water is let out. But in the treated water the Total Dissolved Solids (TDS) still remain in large amounts. This is the main problem.'&lt;br /&gt;&lt;br /&gt;Another 500 units have been directed by the court to streamline their units as per environmental norms by the end of this month.&lt;br /&gt;&lt;br /&gt;According to a study by the United States Agency for International Development, India's thriving industry and rapid economic growth account for much of pollution.
